Step 2: Move the Robber

After everyone finishes discarding, the player who rolled moves the robber to any other hex on the board.

Can you move the robber back to the desert? Yes. The official rules say you can move it to any other terrain hex, including the desert. Some groups treat the desert as off-limits, but that is a house rule.
